The High School baseball rules are dictated by the National Federation of High Schools (NFHS). A copy of the rules e-book can be purchased and downloaded at Amazon at the bottom of this page.
There are various divisions within High School baseball and this varies between public and private schools. These divisions are based on a variety of factors (i.e. size, enrollment numbers, location, etc.) and are meant to keep plan competitive. I go in to a bit more detail in our Blog.
